YES: If the E/C is for an Airworthiness Directive or Service Bulletin, it is often necessary to Create an Engineering Order E/C or Link the Airworthiness Directive or Service Bulletin E/C to an Existing Engineering Order E/C.

NO: If the E/C is not for an Airworthiness Directive or Service Bulletin, then the E/C is Ready to be Linked to an Order.
